Risk Framework · The Discipline of Named Threat

Risk is not feared. It is named.

The Risk Framework is the sovereign-grade discipline by which the House names every threat, assays every likelihood, assigns every control, and engraves every response on the stone. Five categories. One appetite covenant. A living register. The discipline that turns uncertainty into architecture.

Chapter I · The Risk Doctrine

Risk is not avoided. It is named.

The House does not speak of risk avoidance. Avoidance is the language of those who believe the world can be kept at bay. The House speaks of risk naming — the sovereign-grade discipline by which every threat is identified, every likelihood is assayed, every control is assigned, and every response is engraved on the stone.

Every risk of the House is named. Every named risk is assayed by the Risk Committee. Every assayed risk is assigned to a named officer. Every officer is bound one rung higher than the risk they guard. The risk is the discipline; the discipline is the permanence.

The Risk Framework is the discipline that turns uncertainty into architecture. It is assayed quarterly by the Red Chamber, engraved on the stone daily, and kept under the covenant of the seven generations. What is named can be managed; what is unnamed will manage you.

We do not avoid risk.

We name it — and keep it.
— The Risk Doctrine
Chapter II · The Five Risk Categories

Five categories. One discipline.

Every risk of the House falls into one of five sovereign-grade categories. Each category is governed by its own officer, assayed by the Risk Committee, and engraved on the stone. Together they form the complete taxonomy of threat.

CATEGORY I

Sovereign Risk

The risk of jurisdictional fracture, regulatory divergence, and geopolitical shock. The House operates across three sovereignties; no single jurisdiction can compromise the whole. Distribution is the discipline.

CATEGORY II

Market Risk

The risk of price dislocation, liquidity evaporation, and counterparty failure. The House measures VaR at 99% confidence daily. Every position is assayed; every assay is engraved.

CATEGORY III

Operational Risk

The risk of system failure, process breakdown, and human error. The House engineers redundancy across every critical system. No single point of failure is accepted; no single point of failure is tolerated.

CATEGORY IV

Cyber Risk

The risk of intrusion, data breach, and cryptographic compromise. The House maintains air-gapped systems, quantum-resistant encryption, and the discipline of the sealed channel. Zero breaches to date.

CATEGORY V

Reputational Risk

The risk of institutional dishonour, covenant breach, and trust erosion. The House guards its reputation as its most valuable asset. Every officer swears the daily oath; every oath is engraved on the stone.

The Risk Appetite Covenant
Sworn by the Master Governance Council · Assayed Quarterly · Engraved on the Stone

"The House shall at all times maintain its aggregate risk exposure within the limits named below. No officer, no committee, no councillor may authorise a position, a commitment, or a covenant that breaches the appetite. The appetite is the discipline; the discipline is the permanence. What exceeds the appetite is returned to the Red Chamber."

Chapter III · The Risk Heat Map

Every risk, plotted.

The Risk Heat Map is the sovereign-grade visualization of every named risk of the House — plotted by likelihood against impact. Every plot is assayed by the Risk Committee. Every assay is engraved on the stone. The heat map is the discipline of visibility.

Chapter IV · The Control Matrix

How controls map to risk.

The Control Matrix shows how the House's controls apply across the five risk categories. Every control is named, every control is assayed, every control is engraved on the stone. The matrix is the discipline; the discipline is the permanence.

Chapter V · The Risk Register

The living record of the named threats.

The Risk Register is the authoritative record of every named risk of the House — its category, its severity, its officer, its control, and its assay status. The Register is updated with each engraving of the stone. What is named is managed; what is managed is kept.

Chapter VII · The Risk Assay Cadence

The quarterly assailment.

Every quarter, the Risk Committee assails the entire Risk Framework. The assay measures every named risk, every active control, every appetite limit, and every drift from doctrine. What survives is strengthened; what does not is burned and forged again.

Risk is not feared. It is named.

Five categories. One appetite covenant. 142 active controls. 47 named risks. Eight named officers. Quarterly assay by the Red Chamber.
